MPA Enforcement in the Caribbean: Challenges and Opportunities

Please join us for a webinar presenting the findings from ELI’s new report, Legal Frameworks for MPA Enforcement in the Caribbean: Challenges and Opportunities, which was prepared for the Gulf and Caribbean Fisheries Institute (GCFI) on behalf of the Caribbean Environment Program (CEP) and NOAA Coral Reef Conservation Partnership (CRCP).

ELI senior attorney Read Porter will present the results of an analysis of best practices in MPA legislation in the Caribbean. The request for this information was made by 22 MPA managers from 14 countries and territories who participated in the Peer-to-Peer Workshop on Building Compliance and Enhancing Enforcement for MPAs in the Caribbean. The workshop was organized by GCFI and NOAA’s Coral Reef Conservation Program.

Enforcement is a critical element of MPA design and implementation that requires explicit legal authority. ELI’s report presents a comparative assessment of enforcement provisions in fisheries and national parks legislation in eight Caribbean nations. The study finds that MPA legislation across the region establishes a patchwork of enforcement authority across three key areas, including powers of officers, adjudication of violations, and available penalties. ELI senior attorney Read Porter will highlight specific aspects of MPA enforcement legislation in each of these areas, followed by perspectives on future research and policy needs. A question and answer session will follow.
